  • On December 5, 2017, the Uttar Pradesh Cabinet approved the New Solar Power Policy, 2017.
  • The objective of this policy is to reduce the gap between the huge potential of generation of electricity by solar energy and the gap between fulfillment and availability of energy demand.
  • The validity period of this policy will be 5 years from the date of issue.
  • As per the estimation of the Government of India during the policy operation period, the target of setting up a total of 10700 MW Grid Connected Solar Power Project has been fixed.
  • Estimation of total targeted capacity 10,700 MW will decrease annually in 13669250 tonnes of carbon dioxide emissions, which will be equivalent to carbon dioxide absorbed by 64200000 trees annually.
  • For the purpose of making solar panels available at affordable rates to promote solar power, the state government to encourage grid connected Rooftop Solar Power Plant, has made a provision of grant of Rs. 15000/kilowatt, maximum Rs 3,000 per kilowatt per electricity consumer.
  • This grant will be in addition to the grants provided by the Government of India.
  • With this policy, the grant by the State Government will be given on the establishment of the first 100 MW capacities, of which approximately 50000 electricity consumers will be benefited.
  • With a view to simplifying the installation of solar rooftop, Rooftop Solar Power Plant upto 10 kilowatt capacity has been kept free from electrical safety inspection.
  • The height of the module structure of the Rooftop Solar Panel will not be recorded in addition to the total height of the building which is permissible under the building bylaws.
  • With the aim of reducing consumption of mutual power and reducing the electricity bill, grid composite solar rooftop plants will be established by third party on government / semi-government buildings.
  • For the first time, by establishing the solar power project in the state and the power produced from it allowed to sell by power or by the electrical distribution company or third party at 100 percent captive use / mass captive utility or partial production.
  • On the sale of Interstate Solar Power, Cross Subsidy Surcharge and Wheeling Charge for the Intergovernmental Trans Mission Mechanism. 100% discount on transmission charge will be provided.
  • On sale of state-run solar power to third parties or on wheeling / transposition charges or on captive use, 50 percent discount will be provided.
  • Establishment of standalone solar power projects in Bundelkhand and Purvanchal areas of the state, expenditure will be borne by the Government for fixed kilometer of grid combination and construction of solar power projects.
  • To encourage private participation in the state and attract investment, the establishment of solar park in public and private sector has been made under the policy.
  • Public sector Mega Solar Park will be established by the State Government in view of the possibility of land availability in Bundelkhand region.
  • The state government will provide special incentives for the establishment of Solar Parks.
