  • On 8 August 2016 the Haryana government approved the NCR Taxi scheme 2016.
  • The scheme would be implemented in 13 districts of the state falling in the National Capital Region (NCR).
  • The districts are Gurgaon, Faridabad, Jhajjar, Rohtak, Bhiwani, Sonepat, Panipat, Karnal, Mewa, Palwal, Rewari, Jind and Mahendragarh.
  • The licenses to operate under the new scheme would be granted under section 74 and 76 of the Motor Vehicle Act, 1988.
  • Under the scheme, the firms and societies, registered under Haryana Societies Registration Act, 2012 would be eligible for licenses. Further, companies that are formed to provide public transport services, and are registered under the Companies Act, 2013 would also be eligible for license.
  • The scheme states that the licensee would be a taxi service operator and would have to abide by all relevant statutes as may be applicable including rules made under the Motor Vehicle Act, 1988 and rules made under the IT Act, 2000.
  • He would have to ensure adequate space for parking the vehicles and would also have to ensure that GPS or GPRS device is fitted in the vehicle.
  • Further, the licensee under group category such as firms, societies or companies would have to ensure that they have a registered office in Haryana. Details of the office such as telephone number, email id and details of office incharge would have to be provided to the Transport Department at the time of application.
  • The licensee, who maintains a call centre or operate as an aggregator through an authorized call centre, web portal or app, will have to provide details of the same to the Transport Department.
  • The scheme also contains provisions for rights of women employees under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
  • The scheme requires that the licensee display the women helpline number 1091 and police helpline number 1073, inside and outside of the taxi.
  • The scheme also does not allow the use of tinted glass, curtains or films on the taxi.
  • The cab would have a seating capacity of six people, excluding the driver. Open type or non-hard top vehicles would not be allowed to run.
  • The taxis would be white in colour with blue colour strip on both sides displaying the name of the licensee.

  1. file a writ petition before Hon’ble High Court of Punjab & Haryana for direction to issue a NCR permit, while you have already deposit the fee.

    Sir/Madam meri aapse request hai ki Transport Department Government of Haryana ne Dated -09/08/2016 ko NCR MOTOR CAB (TAXI) SCHEME-2016 License (Permit) ke liye website https//haryanatransport.gov.in per Notification diya hua hai per RTA Office Gurgaon me NCR MOTOR CAB (TAXI) SCHEME-2016 License (Permit) ke liye mana kar rhe hai. mai bar bar chakkar kaat raha hu per koi jawab nhi mil raha ki ye License (Permit) kab tak banaye jayenge. Meri Gadi number HR55Y 3549 hai or maine fees bhi deposit karwa di hai. per mera license (Permit) nhi ban paa rha. RTA office Gurgaon me mana kr dete hai.
