    I am glad to know that you have been heading the committee to suggest to government on the policy matters to make Doubling Farmers Income by 2022.On this I have discussed in few local media and would like to post my brief remark/suggestion as follows:
    1)First and foremost at least 15-20 % of the farmers or Agri workers will have to be shifted from Agriculture .This will be a gigantic task but it is possible.Most of them are already partly in other jobs,hence how to make those jobs give them full employment .That it self I think will increase the farmers income by 40-50%.
    2)Land reform:Why should agricultural land be used as a matter of security or un productive property by people who have other secured source of income from various sources including government jobs?Government need to clearly identify who really are the farmers so that the Amitabh Bachan like farmers or the farmers solely for tax evasion shall not be considered as farmers.The real farmers have been deprived of many govt.schemes because of such fake farmers.
    3)The State has the Major role to play and how to make the state government to whole heartedly implement the central schemes.In Odisha we have been witnessing very sad state of affairs in implementation of the central govt.agricultural schemes.Can the centre develope some effective mechanism to make the state machineries to act in amore responsible manner.Without this I think PMs agenda ,in state like Odisha will not make much head way.
    4)It has to go with a MISSION MODE with leadership/ monitoring from the centre.I think we have a bit of more democracy,equally more buerocracy and also more federalism .With this even many of the Missions have not been able to make much headway in the past.Bearing this in mind centre must evolve some innovative strategy to achieve this agenda of the PM.
    I think since you personally come from a farmers family and you have the vast experience of the functioning of our governance systema at various level we have a great hope on you and you shall be able to suggest the best policy changes in this regard.
    Personally I am sure that if Farmers can be mobilised and reasonable support is provided even in the so called most un productive Tribal belts farmers income can be doubled in just three years and can be tripled in six years !We have many such examples.In this regard dedicated team of workers /cadres are to be created as there were the Agri Extension workers during the 60s.Also few voluntary organisations with proven commitments and skills may play a key role .
