  • The draft Lakshadweep Development Authority Regulation 2021
  • It was passed recently to provide for development of Lakshadweep icelands.
  • The Regulation provides several provisions for the development of townships, acquisition, alteration, and transfer of the landed properties owned by the local people. Further, it proposes to impose restrictions on the use of landed properties in Lakshadweep.
  • People of Lakshadweep are opposing this regulation terming it undemocratic and against their interest.

  • This act was introduced in January 2021. According to it, person can be detained without any public disclosure for a period of up to one year.

Article 240 of the Constitution

  • Under this article President of India has power to enact any regulation for the peace, progress and good government of any Union Territory in India.
  • The power under article 240 is so vast that president can amend or repel any law made by parliament for any union territory.
  • Further any regulation made under this will have same effect as law made by parliament.
  • President performs these functions by appointing an administrator for Lakshadweep under article 239 of constitution.
