  • The Ministry of Home Affairs (MHA) issued a gazette notification declaring the four individuals as ‘terrorists’ under clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act (UAPA), 1967.
  • These are Jaish-e-Mohammad (JeM) chief Masood Azhar, Lashkar-e-Taiba (LeT) Hafiz Saeed, his deputy Zaki-ur-Rehman Lakhvi and underworld don & 1993 Mumbai serial mastermind Dawood Ibrahim.
  • Ministry has mentioned five terror cases, including the February 14 Pulwama attack, where 40 CRPF personnel were killed while charging Masood Azhar.
  • Hafiz Saeed has been charged under this act for his involvement in four cases — Red Fort attack (2000), Rampur attack (2008), 26/11 Mumbai attack (2008) and attack on a BSF convoy at Udhampur in Jammu & Kashmir (2015).
  • Lakhvi has been declared as a terrorist for his involvement in four cases, including 26/11 Mumbai terror attack.
  • The UAPA act allows the government to declare individuals as terrorists. It was for the first time amended in 2004 and later in 2008 and 2013. The law is in conformity with United Nations conventions as well as international standards
  • This amended bill has empowered the government to impose a travel ban on individuals who have been designated as “terrorists” as well as the seizure their properties.
