Question: Recently Union government has issued implementation tables for the long standing demand of the Defence Forces personnel regarding One Rank One Pension (OROP). Under this the arrears will be paid with effect from-

(a) 1 July 2014
(b) 31 December 2015
(c) 1 April 2015
(d) 31 March 2014

Related facts:

  • On 3 February 2016 Union government had issued implementation tables for the long standing demand of the Defence Forces personnel regarding One Rank One Pension (OROP).
  • Earlier on 7 November 2015, the central government had taken the historic decision to implement ‘one rank one pension’ scheme.
  • “One Rank One Pension” will come into effect from 1 July 2014, Payment of arrears and revision of pension under OROP is to be made by the Pension Disbursing Authorities in four installments, except for family pensioners and pensioners in receipt of gallantry awards who will be paid arrears in one installment.
  • It will benefit over 18 lakh ex-servicemen and war widows.
  • The annual recurring financial implication on account of implementation of OROP at the current rate will be approximately Rs. 7500 crore.
  • Whereas the arrears from 01/07/2014 to 31/12/2015 would be approximately Rs. 10,900 crore.
  • The total increase in the Defence Budget for pensions is estimated to go up from Rs. 54,000 crore in 2015-16 to around Rs. 65,000 crore 2016-17.
