  • On November 1st, 2017, country’s first Gender Vulnerability Index Report was launched by Ministry of Women and Child Development.
  • Report has been prepared by Plan India, a member of Plan International Federation, is a nationally registered independent child development organization.
  • The Gender Vulnerability Index (GVI), is an initiative towards a landscape analysis taking into account four core dimensions:
    (a) Education
    (b) Health and Survival
    (c) Poverty
    (d) Protection
  • GVI scores between 0 and 1 are given on the basis of performance in these areas.
  • Increasing points from 0 to 1 point refers better performance.
  • GVI score o India is 0.5314.
  • The Education dimension in the GVI is given a score of 0.499, GVI score in dimension of Health and survival is 0.526, GVI for protection is the highest among all four dimensions, at 0.630, while Poverty dimension under the GVI comes to a total 0.490.
  • Goa ranked first in the country with a GVI score of 0.656 in the list of the states.
  • According to Index Goa ranks 1st in terms of protection and is the state where girls are least vulnerable.
  • Goa is followed by Kerala (GVI score -0.634) second, Mizoram (GVI score -0.627) third, Sikkim (GVI score -0.613) fourth and Manipur (GVI score 0.610) at fifth position.
  • In this list, Bihar is at 30th place, Uttar Pradesh is at 29th place, Delhi at 28th place, Jharkhand is at 27th place and Arunachal Pradesh is at 26th place.
  • This list covers Delhi with 29 states of India.
  • This report has also been issued in different areas of personal listings.
  • In the field of education Himachal Pradesh ranked top followed by Sikkim and Punjab respectively second and third, whereas Delhi ranked 30th, Arunachal Pradesh 29th and Jharkhand 28th in the lower position.
  • In the field of health top three states are Kerala, Tamil Nadu, and Sikkim respectively, while Bihar (30th), Meghalaya (29th) and Jharkhand (28th) remained in the lower position.
  • In the field of poverty, Manipur, Mizoram and Tamil Nadu are the top three states respectively and Bihar (30th), Uttar Pradesh (29nd) and Jammu-Kashmir (28th) are in the lower position.
  • In the field of protection, Goa, Himachal Pradesh and Jammu Kashmir are top three states while Uttar Pradesh (30th), West Bengal (29th) and Delhi (28th) remained at the bottom.
  • The status of Goa (1st position in combined list) in the individual list of all areas is as follows: 1st in terms of protection, 5th for education, 6th for Health and Survival, and 8th for Poverty.
  • Staying at 28th place in the combined list, Delhi ranked 21st in Poverty, 24th in Health, 30th in Education and 28th in Protection.
