  • On December 30th, 2017, Haryana Chief Minister Manohar Lal Khattar launched the Bhavantar Bharpayee scheme in Ganger village of Karnal district.
  • The main objective of this scheme is to assure farmers of fair prices for their produce and emphasizing on diversification of crops.
  • In the first phase, under the scheme, tomato, onion, potato and cauliflower have been included.
  • Compensation at the rate of Rs 400 per quintal would be given for tomato and potato.
  • Whereas Rs 500 per quintal would be given for onion and cauliflower.
  • If the farmers get lesser than the fixed price for these vegetables, then the government will compensate them for it.
  • Haryana is the first state in the country where the minimum preserved prices of vegetables have been fixed to protect the interests of farmers.
  • In order to avail the benefits under this scheme, it is mandatory for the farmer to get registered under Bhavantar Bharpayee e-Portal during harvesting.
  • A Crop Cluster Development Programme was also initiated.
  • Under the scheme, it is to be ensured the income of Rs. 48000 to Rs. 50000 per acre on each of the above four crops.
  • In the market, on selling of the vegetables at low prices within the prescribed period, in the market, the registered farmers will be compensated by the government through the BBY e-portal on the website (www.hasmb.gov.in) for the difference in the price.
  • Compared to traditional crops, micro irrigation would be adopted for tomato, onion, potato and cauliflower crops to save water by working with about 30 per cent water and save about 70 per cent.
  • The state government has been establishing small mandis in each district so that farmers could sell their produce in these mandis.
  • Similarly, Asia’s biggest mandi of fruits and vegetables is being established in Ganaur.
  • It is known that during the period of sale, if the wholesale price of crop production is less than the protected value then the farmer will be eligible for compensation of the difference in the price.
  • Incentive will be due on the sales on J-Farm and fixed production per acre (whichever is less) on multiplying by the difference in price.
  • The incentive amount will be transferred to Aadhaar linked bank account of the farmers’ within 15 days of the sale.
  • The average daily wholesale price will be determined on the basis of daily price of the mandis marked by Mandi Board.
  • The implementation of the scheme effectively will be assessed from time to time by the committees, constituted at the State Level by the Chief Secretary and at the district level under the chairmanship of Deputy Commissioner.
