  • The 27th BASIC Ministerial Meeting on Climate Change was held in New Delhi, India, on 19-20 November, 2018.The group consists of newly industrialized countries – Brazil, South Africa, India and China.
  • The meeting focused on climate affairs was chaired by Dr Harsh Vardhan, Minister of Environment, Forest and Climate Change of India along with other dignitaries.

Outcomes of the Meeting:

  • The meeting emphasized deep concern for climate change and reaffirmed its commitment to the successful implementation of the United Nations Framework Convention (UNFCC), its Kyoto Protocol and its Paris Agreement. The meeting stood firmly to promote a global green and low carbon transition and economical civilization.





  • BASIC group will continue to remind developed countries about their earlier commitment to provide $100 billion annually from 2020.
  • The participating BASIC counties also requested developed countries to take actions to fill pre-2020 implementation gaps by 2023 which according to them can be used for first Global Stocktake (GST).
  • Brazil will be hosting the next BASIC Meeting.

About Global Stocktake:

  • ‘Global Stocktake’ as referred in Article 14 of Paris Agreement, proposed five-yearly review of the impact of countries’ climate change actions.
  • Under the Paris Agreement, the first global stocktake will happen in 2023.
  • It will assess whether the net result of the climate actions being taken was consistent with the goal of keeping the increase in global average temperature below 2 degree Celsius and to limit the increase to 1.5°C, since this would substantially reduce the risks and effects of climate change.
