Agreement in India and Vietnam

Question- Recently, the Union Cabinet was informed about the postal stamps issued jointly by the Postal Department of India and Vietnam. In this regard, what is not true in the alternative?
(a) The joint postage stamp was released on 25th February, 2018.
(b) An agreement was taken place between the Postal Department (Ministry of Communications) and Viet Nara Post, on releasing of India-Vietnam: joint stamps on ‘ancient architecture’.
(c) On the Indo-Vietnam joint memorial postal stamp, a picture of Sanchi Stupa and Pho Minh Pagoda is printed.
(d) The Memorandum of Understanding for the release of joint stamps between the Postal Departments of the two countries was signed on December 18, 2017.
